Newly Promoted Additional District & Sessions Judges/Izafi Zila Qazis’ Training

A total of three weeks training is prescribed for new promotees to the post of Additional District & Sessions Judges (AD&SJs). (PHC Notification No. 5-J dated Peshawar the 20th December, 2003, Judicial Estacode p.216). The Academy, for the first time in its history, organized one week training (Sep 15-19, 2015) for the recently promoted AD&SJs. Two further week long trainings would be followed in the month of November and December this year. A total of 16 male and female judges participated in this course. They are Mr. Aurangzeb Khan, Ms. Farzina Shaid, Mr. Ahmad Iftikhar, Mr. Ishfaq Ali Haider, Ms. Aalia Sadia Lodhi, Mr. Ihtesham ul Haq, Ms. Sumera Wali, Mr. Tanveer Iqbal, Mr. Muhammad Arif Khan, Mr. Ajmal Shah, Mr. Ali Gohar, Mr. Shaukat Ahmad Khan, Ms. Zeba Rasheed, Mr. Asad Ali, Mr. Dost Muhammad Khan, and Ms. Hina Khan.

The course for this programme was designed keeping in view the job description of AD&SJ. The key topics included Management of Sessions Trial; Precedents as a tool of interpretation in decision making; Justice of Peace; Efficacy of remedies under the Illegal Dispossession Act; Appreciation of Medico-legal and Forensic Evidence; Qisas, Diyat and Tazir; Criminal Appeal & Revision; Appeal, Revision, Review and Reference in CPC; and ADJ as Trial and Tribunal Judge. The Resource Persons included Mr. Muhammad Azim Khan Afridi, Chairman KP Service Tribunal, Mr. Masood Khan, Judge Anti Terrorism Court Abbotabad, Mr. Muhammad Bashir Khan, Chairman KP Environmental Tribunal, Mr. Ishtiaq Ibrahim Advocate Supreme Court, Mr. Fida Gul Advocate, President PHC Bar Association, Mr. Inayat Khalil, Professor of Medicine, Mr. Niaz Muhammad Khan, Senior Director Research & Publications KPJA, Mr. Amjad Zia Siddiqui, Additional District & Sessions Judge, and Mr. Muhammad Zeb Khan, Director Instructions.

All the sessions were designed to be interactive and participative. Each session was followed by an online real time evaluation system, which included questions related to the very discourse of that session.

The participants were awarded certificates by the Director General. The Class Representative Mr. Dost Muhammad Khan, while expressing the collective remarks of the batch, thanked the Academy for its successful conduct of the training. Mr. Ziauddin Khattak, the Director General Academy greeted the participants on successful completion of the course. In his concluding remarks, he said that judicial independence is dependent upon public confidence in the courts, which in turn depends on a number of factors. Notable among them is that the judges doing their jobs well and efficiently. He emphasized that a quality decision and a quality judgment on a proper approach should become their identification. He said that the Academy has provided them an effective training and it is now their turn to get of to a good start in the field. In the end, the worthy DG bid farewell to the course participants.
