Day-1
The Khyber Pakhtunkhwa Judicial Academy (KPJA) is conducting “Specialized Training on Professional Excellence of Anti-Terrorism Courts” from 18th to 20th July, 2024. The theme of the activity is “Factors Impacting Performance of Anti-Terrorism Courts”. Thirty participants including Judges of Anti-Terrorism Courts, Sessions Judges, Prosecutors & Investigators from all over the province are taking part in the activity.
The inaugural ceremony was chaired by Mr. Justice Ishtiaq Ibrahim, Hon’ble the Chief Justice, Peshawar High Court, Peshawar / Chairman KPJA.
Mr. Jehanzeb Shinwari, Director General KPJA welcomed the participants during the inaugural ceremony.
Mr. Justice Ishtiaq Ibrahim, Hon’ble the Chief Justice, Peshawar High Court, Peshawar / Chairman KPJA addressed the participants. His lordship emphasized on foolproof investigation, using modern techniques, collection of evidence, preservation of e0vidence, and use of forensic science laboratory to reach out the real culprits. He also stressed on innovative approaches for prosecutors and investigators. His lordship remarked that the chains of circumstantial evidence should be interwoven in such a manner that it should reach to the neck of the culprits. He advised the participants to work in collaboration with each other for the cause of justice and to get rid of the menace of terrorism.
Mr. Masood Khan, D&SJ (retired) / ex DG KPJA discussed “Concept & Understanding of Jurisdiction of Anti-Terrorism Courts under the Anti-Terrorism Act, 1997 and International Conventions” in the first academic sessions.
Mr. Shaukat Abbass, Additional IG of Police, CTD, KP briefed the participants on “National Action Plan to Counter Terrorism”.
The last session of the day was conducted by Mr. Sohail Nasir, Deputy Chairman, National Accountability Bureau (NAB) on “Recording and Appreciation of Digital Evidence”.
Day-2
Day two of the training began by reviewing key takeaways and addressing points raised during the previous day's activities.
The morning session featured Mr. Fazli Noorani, a Senior Public Prosecutor working with Anti-Terrorism Courts, who provided a concise talk on “Witness Protection Measures”.
The second discourse brought a highly anticipated interactive session on "Trial Management of Anti-Terrorism Cases" led by Mr. Justice Arshad Ali, Hon’ble Judge Peshawar High Court, Peshawar.
The day concluded with a session on "Effective Communication and Collaboration" facilitated by Mr. Ihsan Ghani, a retired Inspector General of Police and former National Coordinator, NACTA, Islamabad.
Day-3
The third day of the training started with a recap and addressing questions from the prior day.
The first discourse of the day on "Understanding Terrorist Financing" was delivered by Mr. Adnan Azhar Advocate, a former Director General, National FATF Secretariate, Pakistan.
As final activity of the training, the participants were divided into groups where they discussed challenges, SOPs for better functioning, improving judicial efficiency & transparency, including the role of technology. They also presented their recommendations
The concluded ceremony was honored by Barrister Ikhtiar Khan, Registrar Peshawar High Court, Peshawar, as chief guest.
The class representative, on behalf of all participants, expressed gratitude to the Academy for organizing engaging activity for all stakeholders.
Mr. Jehanzeb Shinwari, Director General KPJA, congratulated participants on their successful completion of the training.
Certificates were conferred to the participants.
