KPJA Concludes Comprehensive Seven-Week Pre-Promotion Statutory Training for Civil Judges/ Ilaqa Qazis (March 25 to May 13, 2026)

PESHAWAR (May 13, 2026): The Khyber Pakhtunkhwa Judicial Academy (KPJA) successfully completed its comprehensive seven-week Pre-Promotion Statutory Training (PPST) 2026 for Civil Judges-cum-Judicial Magistrates and Ilaqa Qazis. Commencing from March 25 to May 13, the program actualized a historic shift from seniority-based to performance-based promotion, aligning provincial judicial education with global best practices.

The academic journey commenced on March 25 with a formal inaugural ceremony. Director General Mr. Jehanzeb Shinwari delivered the welcome address, followed by a keynote from Mr. Justice Ijaz Anwar, Hon’ble Senior Puisne Judge of the Peshawar High Court/ Vice Chairman KPJA, marking the start of a rigorous 113-session curriculum. The program was structured into three phases: five weeks of on-campus core academics, a one-week Professional Exchange Program at Federal Judicial Academy, Islamabad, and two weeks of specialized legal application and assessment.

The training featured an elite roster of high-profile resource persons. Notable contributors included Hon’ble Mr. Justice Nasir ul Mulk, Former Chief Justice of Pakistan, Hon’ble Mr. Justice S.M. Attique Shah, Chief Justice of the Peshawar High Court and Chairman of the Board of Governors (BOG), KPJA, Hon’ble Mr. Justice Ijaz Anwar: Senior Puisne Judge of the Peshawar High Court and Vice Chairman of KPJA, Mr. Muhammad Zeb Khan, Registrar of the Peshawar High Court, Barrister Ikhtiar Khan, Chairman of the Khyber Pakhtunkhwa Service Tribunal (KPST), Dr. Jamal Yousaf: Former Federal Secretary, Mr. Fakhr-e-Alam, Chief Commissionerate for Afghan Refugees, Islamabad, Mr. Muhammad Faheem: Former Accountant General of Khyber Pakhtunkhwa, Mr. Saif-ul-Islam, Additional Auditor General, Khyber Pakhtunkhwa and more.

The curriculum bridged the gap between adjudication and administration through eleven modules. Key areas included Judicial Leadership, Public Procurement (KPPRA), and Human Resource Management. A significant highlight was the integration of Information Technology, where participants mastered Generative AI tools, including Gemini and NotebookLM, for judicial research and drafting.

Practical exposure was essential to the program’s success. In Phase 2, participants undertook a country study tour to visit Federal Judicial Academy, Islamabad under the Professional Exchange Program. This was supplemented by local visits, including a field trip to the District Court Peshawar to study the operations of the Process Serving Agency.

To ensure professional competence, participants were evaluated through a 150-mark graded system involving research articles, book reviews, and a final post-training knowledge test. The training culminated in a concluding ceremony graced by Mr. Justice S.M. Attique Shah, Hon’ble the Chief Justice of Peshawar High Court, who conferred certificates upon the participants. This program ensured that the incoming cadre of Senior Civil Judges/Aala Ilaqa Qazis are well-equipped with the legal and administrative mastery required for their elevated roles.
