Three-Day Specialized Training on Public Procurement for Judicial Officers (2-4 July, 2026)
PESHAWAR (July 4, 2026): The Khyber Pakhtunkhwa Judicial Academy (KPJA) has successfully concluded its three-day Capacity Building Training on Public Procurement for District & Sessions Judges (Batch I). This specialized program, held from July 2nd to July 4th, 2026, was designed to equip judicial officers with the necessary technical and regulatory expertise to manage public funds effectively as Drawing & Disbursement Officers (DDOs) and to adjudicate complex procurement-related legal disputes.
The training was inaugurated on July 2nd with a ceremony graced by Mr. Salah-ud-din, Member Inspection Team (MIT), Peshawar High Court, as the Chief Guest. Mr. Muhammad Shoaib, Senior Director Research & Publications, acted as the Director General during the inaugural session and delivered the welcome address. Following the ceremony, Mr. Ahmed Iftikhar, Dean Faculty, provided an overview of the course contents and briefed participants on the grading policy. The academic sessions began with Dr. Irfan Ahmad (Principal, Institute of Tender Management, Lahore) via video link to discuss the Principles of Procurement and Contract Management. The first day concluded with a technical session on Electronic Procurements (E-PADS) conducted by Mr. Imam ud Din, System Administrator, KP-PPRA.
The subsequent days were allocated to intensive practical learning led by Mr. Muhammad Khalid, Procurement Specialist, Elementary & Secondary Education Foundation (ESEF-PIU) Khyber Pakhtunkhwa. The comprehensive curriculum covered the end-to-end procurement life cycle, including:
- Planning & Solicitations: Need assessment, annual procurement planning, and the legal constitution of procurement committees.
- Evaluation & Awards: Preparing Standard Bidding Documents (SBDs/BSDS), conducting transparent bid evaluations to identify the "Best Evaluated Bid," and contract award formalities.
- Execution & Accountability: Contract implementation, inspection protocols, and the application of Grievance Redressal Rules 2017.
- Asset Disposal: Managing record-keeping and executing legally sound modes for the disposal of public assets.
In line with the Academy’s commitment to Professionalism and Excellence, the training utilized a Moodle-based Learning Management System (LMS) for sharing resources and conducting evaluations. This was a graded activity, with a final evaluation consisting of a Post-Training Assessment Test.
The concluding ceremony was graced by Mr. Justice Naeem Anwar, Hon’ble Judge, Peshawar High Court, as the Chief Guest. Mr. Jehanzeb Shinwari, Director General KPJA, delivered concluding remarks, emphasizing the importance of transparency and value for money in judicial administration. The ceremony, attended by all Directors of the Academy, concluded with the conferment of certificates upon the participants.
