PRE-PROMOTION STATUTORY TRAINING FOR SENIOR CIVIL JUDGES / JUDICIAL MAGISTRATES/ AALA ILLAQA QAZIS (FEBRUARY 16 TO APRIL 18, 2026) CONCLUDED
PESHAWAR, April 18, 2026 – The Khyber Pakhtunkhwa Judicial Academy (KPJA) celebrated the completion of a landmark eight-week Pre-Promotion Statutory Training (PPST) for 24 Senior Civil Judges /A’ala Ilaqa Qazis. This program marks a decisive shift in the province's judicial career progression, transitioning from a seniority-based system to a merit-linked pre-promotion regime where promotion to the rank of Additional District & Sessions Judge/ A’ala Ilaqa Qazis is predicated on demonstrated competence and academic excellence.
A Curriculum for Modern Jurisprudence:
The training, which commenced on February 16, 2026, was structured across 11 comprehensive modules designed to enhance the judicial, managerial, and technological competencies of the learned officers. The curriculum blended theoretical depth with practical application, covering:
- Substantive & Procedural Law: Intensive sessions on Civil and Criminal Jurisdiction, Law of Shahadat/Evidence, Revenue Laws, and Special Statutes like the KP Police Act and Gender-Based Violence laws.
- Technical Innovations: A significant focus on Information Technology Skills, including the use of Generative AI for legal research and the mastery of ICT tools for modern court management.
- Soft Skills, Ethics and Etiquettes: Modules on Judicial Ethics, personality development, and spiritual wellbeing aimed at ensuring a dignified and resilient judiciary.
The Academy invited a distinguished galaxy of resource persons, including Hon'ble Justice SM Attique Shah (Chief Justice PHC), Mr. Justice Ijaz Anwar, Mr. Justice Arshad Ali, Mr. Justice Wiqar Ahmad and Justice (R) Khalil ur Rehman Ramday, alongside senior forensic experts and academic leads.
Country Study Tour: Professional Exchange:
As part of Phase 2, the 24 participants undertook a Professional Exchange Programme at the Federal Judicial Academy (FJA) in Islamabad from March 30 to April 2. This tour provided the officers with exposure to federal perspectives on family law, critical thinking, and the opportunity to call on the Hon’ble Chief Justice of Pakistan, Mr. Justice Yahya Afridi.
Rigorous Assessment & Transparency:
To uphold the Academy’s mandate for excellence, the participants underwent a multi-faceted 150-mark assessment framework. This included research articles, book reviews, and a field visit report.
The final evaluative phase featured:
Academic Presentations: Each participant delivered a 30-minute discourse on assigned legal topics to demonstrate analytical and communication skills.
Post-Training & ICT Tests: Moderated by the Academy’s Academic and IT Wing, the final examinations were conducted via the Moodle LMS platform to ensure maximum transparency and accuracy. These tests evaluated mastery over the entire training curriculum and practical ICT competence in document formatting and legal research.
The Concluding Ceremony:
The program culminated today in a formal ceremony graced by Chief Guest Mr. Justice Ijaz Anwar, Hon’ble Senior Puisne Judge of the PHC and Vice Chairman of the KPJA Board of Governors. Mr. Jehanzeb Shinwari, Director General KPJA, in his concluding address, emphasized that the successful completion of this training is vital for the delivery of inexpensive and expeditious justice.
During the event, Group Representative Mr. Aftab Javed shared reflections on behalf of the participants and presented a souvenir to the Academy. The ceremony concluded with the conferment of certificates and a formal group photograph, marking the official transition of these 24 officers toward their future roles as Additional District & Sessions Judges / Izafi Zila Qazis.
