Muhammad Shahzar Ilahi

Our distinguished resource person today is Muhammad Shahzar Ilahi, a strategic advisor and multi-sector development specialist with over 9 years of experience in program management, donor engagement, and policy reform across South and Southeast Asia. He has led high-impact initiatives in justice sector reform, gender-based violence response, alternative dispute resolution, and generative AI enablement for public institutions.

Currently, he serves as Program Delivery Specialist at the Legal Aid Society, Co-Founder and CEO of EnablifyAI, and Co-Founder & Associate Director of MICADR, Pakistan’s first government-notified ADR center. Shahzar has successfully designed and implemented programs such as Pakistan’s first court-annexed mediation center, Anti-Rape Crisis Centers, and national-level advocacy for accession to the Singapore Convention on Mediation.

An experienced trainer and thought leader, he has delivered workshops on mediation, negotiation, and AI adoption to legal professionals, government institutions, and international stakeholders, and has represented Pakistan in UNCITRAL forums. His work reflects a unique blend of policy strategy, program delivery, and innovative use of technology to advance justice and development outcomes.
