Abdul Matin Khan
It is a distinct honor to introduce our resource person, Mr. Abdul Matin, a towering figure in the Pakistani judiciary and legal drafting landscape with nearly five decades of experience. Currently serving as a visiting faculty member and legal consultant, Mr. Abdul Matin’s career is a remarkable journey through the highest levels of the judicial, legislative, and administrative branches.
His judicial tenure spans the entire spectrum of the court system, beginning as a Civil Judge in 1977 and culminating in multiple assignments as a District and Sessions Judge. Along the way, he held specialized roles as a Banking Judge, Labour Court Judge, Customs Court Judge, and Anti-Terrorism Court Judge. Beyond the bench, Mr. Abdul Matin made significant contributions to public transparency as a Commissioner for the Khyber Pakhtunkhwa Right to Information Commission, a role that saw him representing Pakistan at international RTI conferences in England, Scotland, and Nepal.
Mr. Abdul Matin is perhaps most renowned for his prolific career in Legislative Drafting. Having served as Additional Secretary of Legislation and Assistant Draftsman, he has been the architect behind foundational laws such as the NWFP Government Servant Conduct Rules 1989, the Juvenile Justice System Ordinance 2000, and the Gilgit Baltistan Local Government Act 2016. His expertise has been sought by international organizations like UNICEF, the IUCN, and UNDP, for whom he drafted reports on Sustainable Development Goals and environmental ordinances.
A lifelong educator and Master Trainer, Mr. Abdul Matin has shared his vast knowledge at the Federal Judicial Academy, the National Institute of Management (NIM), and the Pakistan Academy for Rural Development. With advanced training in Shariah Law from Umm-ul-Qura University in Makkah and a deep background in international counter-terrorism and conservation law, he brings an unparalleled depth of wisdom and practical insight to our classroom today.
