KPJA CONCLUDES S03-DAY TRAINING ON PROCUREMENT OF GOODS & SERVICES FOR DISTRICT & SESSIONS JUDGES (9-11 JULY, 2026)

PESHAWAR (July 11, 2026): The Khyber Pakhtunkhwa Judicial Academy (KPJA) successfully concluded a three-day intensive Capacity Building Training on Public Procurement for District & Sessions Judges/Zilla Qazis (Batch II) today. This specialized program, part of the Academy’s 2026 annual calendar, was designed to equip the senior judiciary with the technical and regulatory expertise required for their dual roles as Drawing & Disbursement Officers (DDOs) and adjudicators of complex procurement disputes.

The training was inaugurated on July 9th by Mr. Muhammad Zeb Khan, Registrar of the Peshawar High Court (PHC), alongside Mr. Kashif Nadeem, Director Human Resource & Welfare (SDJ), PHC. In his welcome address, Director General KPJA Mr. Jehanzeb Shinwari outlined the program's objectives. The Registrar PHC emphasized the critical importance of modern corporate management in judicial administration, noting that mastering procurement rules is vital for ensuring transparency, accountability, and value for money in public financial management. The first day featured sessions by Dr. Irfan Ahmad (Principal, Institute of Tender Management, Lahore) on Principles of Procurement and Contract Management, followed by a technical deep dive into Electronic Procurements (E-PADS) led by Mr. Shahid Hussain, Deputy Director KPPPRA.

The second day transitioned into the practical execution of the procurement life cycle, facilitated by Mr. Muhammad Khalid, Procurement Specialist (ESEF-PIU). The curriculum covered the end-to-end administrative process, including need assessment, the formulation of Annual Procurement Plans, and the legal requirements for constituting procurement committees. Through interactive exercises, the 22 participating judicial officers practiced the preparation of Standard Bidding Documents (BSDS) and conducted transparent bid openings. The day culminated in a hands-on session where participants prepared Bid Evaluation Reports to identify the "Best Evaluated Bid" for goods, works, and services.

The final day focused on contract negotiations, award formalities, and framework contracts. Participants also received technical instruction on the Grievance Redressal Rules 2017, systematic record-keeping, and the legal modes for the disposal of public assets. To conclude the academic requirement, the officers underwent a mandatory Post-Training Assessment Test on the Academy's Moodle-based Learning Management System (LMS). 

The program reached its finale with a concluding ceremony chaired by Mr. Justice Ijaz Anwar, Senior Puisne Judge of the Peshawar High Court, who conferred certificates upon the participants. In his keynote address, the Hon'ble Justice highlighted the necessity of adhering to procurement regulations to uphold the rule of law within administrative processes. Mr. Inamullah Wazir, DSJ Swabi, shared remarks on behalf of the participants, expressing appreciation for the training's practical utility. The ceremony, attended by all Directors of the Academy, marked the successful completion of a program aimed at bridging the gap between procurement law and judicial practice.
